Kovu is a character in The Lion King 2: Simba's Pride. He is the second son and youngest child of Zira, Scar's son and their, Nuka and Vitani's younger brother, Simba and Nala's son-in-law and Kiara's best friend and later husband. He served as the tritagonist in The Lion King 2: Simba's Pride and a supporting character in the 2015 TV Series The Lion Guard. No. Scar is NOT Kovu's father. Kovu said so in the movie. Same with Nuka. Besides, Kovu's mane is dark brown while Scar's is black. Kovu's father is more likely a rouge lion.
